Ifso, I would suggest you would use half a litre of cement, to2.7 litresof sand, (the sand has fluff that would absorb cement without increasing volume). Concrete blocks are very porous and would quickly absorb moisture so if you do use the water displacement method to calculate volume maybe paint the block with some leftover paint to prevent that water absorbtion.
